Dholera SIR
Dholera SIR is India's first IGBC Platinum rated Greenfield Smart City. Dholera is part of DMIC (Delhi Mumbai industrial Corridor) which is US$ 90 billion project of Central Government planned as a high-tech industrial zone. DMIC was launched in pursuance of an MOU between Govt of India and Govt. of Japan in 2006 spreading across six Indian States.
Dholera Smart City is a Greenfield Industrial City and located approximately 100 km Southwest of Ahmedabad towards Bhavnagar. Dholera SIR (Special Investment Region) is a planned smart City spreading across 920 sq. km area of 22 villages of Dholera Taluka. The Dholera Special Investment Region Development Authority (DSIRDA) was formed by the Gujarat Government for the planning and development of DSIR and administering government land within DSIR. Central Government (DMICDC Trust) and the State Government (DSIRDA) of Gujarat formed a SPV namely Dholera Industrial City Development Limited (DICDL) to implement the development work of Dholera Smart City.
The prime work was started on master planning that was completed by M/s Halcrow UK through which land is divided into different zones as residential, industrial, City Centre, High access corridor, Knowledge & IT, Logistics, Strategic Infrastructure, Public facilities, Sports recreational and entertainment, Solar Park, Green belt, Costal regulation, Agriculture, village buffer in master planning. The Developable area of Dholera SIR is 422 Sq. Km out of total 920 Sq. Km.
Second stage was for the Design, planning of roads, land use, built environment, water, air, drainage and transportation, communications, distribution networks etc. Government of Gujarat implemented the Town Planning and urban development act 1976 (means TP Act) and the developable area 422 sq. km is divided into six Town Planning schemes. The Development of Dholera smart city will be completed in three phases means these six TP schemes will be developed in three phase development.
First phase development work is going on in TP 1 &2. The development in first phase was initially started mainly in industrial zone of TP 2 and some part of TP 4 which is called Activation Area. Development of Activation Area 22.54 sq. km is almost 90% completed by L&T as Roads, Street lights, Tree Plantations, Cycle tracks, shaded pedestrian walkways, CETP plant, STP Plant, Artificial Canal underground infrastructure like savage lines, recycle water lines, potable water lines, ICT cables, power cables, Strom water ducting etc.
Construction of ABCD (Administrative and business centre of Dholera) Building by M/S Cube construction Engineering is completed. ABCD Building is operational with offices of Dholera Industrial City Ltd (DICDL), Dholera SIR development Authority (DSIRDA), Dholera International Airport Company Ltd (DIACL), Office of Town Planning officer, State Bank of India, Almondz Global Securities Ltd, Stup Consultants Pvt Ltd, and Montecarlo Ltd.
Major Infrastructure development works which are underway Water Treatment Plant work by M/S Khurana engineering, 250 Meter wide Dholera-Ahmedabad expressway and River bunding near Dholera International Airport site.
Tender of Dholera International Airport is awarded to Varaha Infra Limited, and work will start soon. As per Government sources Dholera airport will be operational by 2025.

B) Plug and Play Infrastructure:
World Class Infrastructure of Dholera where plug and play infrastructure at plot level. It will be a Digging free city where underground Gas, Power, Sewage, Portable Water, Recycle Water, Storm Water Ducting, ICT Cable etc facilities are laid down at individual Final plot level. Smart Infrastructure like water management through smart meters (SCADA), 24*7 Power smart meters SCADA, ICT enabled infrastructure city WIFI integrated city management, 100% Recycle and reuse of wastewater, 100% rainwater collection through open storm canal with recreational spaces, 100% industrial waste collection and maximum recycling and reuse, 100% domestic waste collection and industrial effluent collection. Every road will have cycle tracks, footpaths, Tree & Plants.
C) Centralised City Management System (City integrated operation center):
CICO will be equipped to monitor the incident, events, disaster management, public surveillance, alarm, help point monitoring, City dashboards and emergency response. CICO will combine and process different type of networks, sensors and data like smart street lights, city Wi-Fi, traffic & transportation systems, public transport management, smart parking, fleet management, Enterprise systems, Health & education records management, organisational change management, E-governance as citizen portals, citizen kiosks, Utilities systems & monitoring as waste collection process & recycling, water production & supply.
E) Modern lifestyle of Live, Work and Play:
Dholera smart City will have well planned housing with Parks, Social amenities, Planned communities, public transportation, cycle tracks, pedestrian network theme parks and all modern amenities. There will be state of art infrastructure, art and culture zone, dedicated recreational spaces for activities. Maximum allocation for green spaces and parks in residential areas as Neighbourhood parks at 400-meter distance, Community parks at 800-meter distance and regional parks at 4000-meter distance. There will be cycle tracks and pedestrian walkways on all TPs Road of city to fully implement the walk to work concept.
F) Single window clearance for Government permits:
Single-window portal will become a “one-stop-shop” for approvals and clearances. It will enable obtaining approvals as well as clearances needed by investors, entrepreneurs, and businesses in Dholera. Investors would not require to deal with multiple agencies in multiple locations to obtain the necessary papers, permits, and clearances.

Dholera SIR is being developed as an industrial manufacturing & trading hub. Dholera Devlopment Plan
- Dholera SIR is Divided into 06 Town Planning Schemes covering area 422 sq. km.
- City will be developed in 03 Development Phases and Each development phase will comprise 02 TP Schemes. TP 1 & 2 will develop in Phase 1, TP 3 & 4 in phase 2, TP 5 & 6 in phase 3.
- 06 TP schemes are further divided into 27 Sub-TP Schemes to execute micro level planning and development of city.
- Immediate construction area is 22.54 Sq. Km (2250 Hectares) is almost completed by L&T, it is called activation area. Activation area comprises TP 2A and 4A. Authority is in process to allot industrial land in activation area.
- Chiripal group, Renew Power, Tata Chemical has been allotted land for industrial set up in activation area and they are setting up their manufacturing plants.
Important Investment Guidelines
- Dholera SIR Master Plan, 920 Sq. Km, consists of 6 Town Planning Scheme, will be developed (422 Sq.Km) in 3 Phases.
- Dholera SIR, TP’s divided in different Zones such as Industrial, Residential, City Centre, Knowledge and IT Park, Solar Park, Public Facilities zone, Sports & entertainment, High Access Corridor, Green Space and Agriculture etc. for development.
- Master plan of Draft Town planning 1 to 6 has been sanctioned with Final Plot (FP) of land.
- Dholera Development authority will provide TP Roads, 250 meter Expressway, Metrorail, High access Corridor, Power, Water and Gas 24/7, Solid Waste Management, Waste Water Systems, Storm Water Management on Plug and Play infrastructure in Dholera Smart City.
- Dholera SIR has dedicated space for amenities such as Hospital, Pharmacies, City centre Community Hall, Education hub, Skill development, Recreation Sport and Entertainment.
- Investment in land i.e. Residential Plot, Knowledge & IT Zone, Commercial, Industrial land or plot has been started in Dholera SIR Town Planning 1 to 6 and its surrounding area.
- The investor has to decide where he wants to invest Inside Dholera SIR TP-1 to 6 OR its surrounding area i.e. Residential Plotting Scheme, Commercial, Industrial Land for world class amenities of Dholera Smart City.
- Investment in land i.e., Residential Plot, Knowledge & IT Zone, Commercial, Industrial Plot has started INSIDE of Dholera SIR Town Planning 1 to 6.
- If you want to invest OUTSIDE of Dholera SIR region, then Invest in the proximity of Dholera SIR limits.
- High Appreciation of land prices will be INSIDE or in the proximity of Dholera SIR region only. The projects outside Dholera SIR Region ranging from 6 km to 20 Km are not getting any price appreciation for next 20-30 years.
- Check Project location, it is near to surrounding area (Outside) Dholera or It is Inside Dholera SIR.
- If it is inside Dholera, check the TP no. N.A. certificate, Title clear report, land ownership documents, plan pass approval, RERA certificate.
